【 摘 要 】
The article analyses the impact of the Conservative government’s “integrative commerce strategy”, adopted in 2007, and redefined in terms of value chains by the Liberal government, in 2015, on the City of Montreal’s own economic strategy, on one hand, on its stakeholders, elected officials and citizens organizations, on the other. Furthermore, as the federal government has no jurisdiction on cities, we will look into the governance schemes set up in order to implement the strategy in question and the stakeholders involved, which basically come from the business sectors. We will then argue that this approach marginalizes both elected officials at municipal level as well as citizens organizations and, as such, sidesteps both electoral and citizen democracy.
