【 摘 要 】

This research is focused on the governance of the exclusion in France and more particularly on the three models of associative management knowing that they have been invested with institutional prerogatives to cope with this phenomenon for 40 years. These three models (associations of social and medico-social action, associations of insertion by economic activity, and association of social influence) share the particularity of emanating after the Second World War from the private initiatives, developing themselves until 70’s out of the national programs, and being recognized today as having a public utility. This study which bears on a period of ten years from the coming into force of the fight against exclusions law to the promulgation of RSA in 2009 reveals that these three models have elaborated specific methods of intervention in their relationship to the public authorities, with regard to their mode of financing related to the redistribution of the state, to the market and/or to the donations as well as with respect to the degree and nature of the vulnerability of the excluded. Even if these models grant each of them undeniable advantages at the level of organization, they also face institutional constraints which are less likely to recognize certain social demands. Therefore, these models of management are efficient in the fight against the exclusion only through sheltering, logic of return to employment as well as through the support provided for the persons neglected by the public measures.
