【 摘 要 】

This paper addresses the functioning of democracy in Uruguay in three stages. In the first, briefly discusses some of the central issues of contemporary debate about the quality of democracy, while the second presents the first findings from an ongoing investigation into the situation of rule of law around five dimensions: public policy and security, judicial administrative, institutional and administrative capacity, transparency and civilian control over security forces. Finally, by way of conclusions, we provide a series of reflections on risk areas of rule of law in Uruguayan democracy.
