The City Council identified the seriousness of the situation correctly at an early stage, took the required organizational precautions, initiated the necessary adjustments quickly and pragmatically, and communicated them accordingly. Fundamentally, Zurich was not caught unprepared by the pandemic. Several years of adequate preparation were a critical success factor in overcoming the crisis. Crisis management is not synonymous with day-to-day management. The Pandemic Task Force is an important support and coordination instrument for the City Council, the departments and service units. The fact that this Task Force played and continues to play its role throughout the entire pandemic is crucial to the successful crisis response. It combines technical and leadership expertise, contributing effectively to the city. It also ensures a regulated, situational and time-appropriate management, notably that of the executive authorities. No problems of competence and demarcation arose with the line structure as the Task Force does not compete with it. An important credo of the Task Force was to use the regular structures (original competences) whenever possible. It is crucial to communicate with the various stakeholder groups. Appropriate cooperation between the three government levels (federal, cantonal and municipal) along clear legal lines is essential. It is stated that certain adaptations of the legal framework are appropriate.   Abstrakt Der Stadtrat hat den Ernst der Lage frühzeitig richtig erkannt, die notwendigen organisatorischen Vorkehrungen getroffen, Anpassungen schnell und pragmatisch in die Wege geleitet und angemessen kommuniziert. Die Pandemie hat die Stadt Zürich nicht grundsätzlich unvorbereitet getroffen. Die adäquate Vorbereitung während mehreren Jahren war ein erfolgskritischer Faktor bei der Bewältigung der Krise. Krisenführung ist nicht gleich Führung im Alltag. Der Fachstab Pandemie ist ein für den Stadtrat, die Departemente und Dienstabteilungen wichtiges Unterstützungs- und Koordinationsinstrument. Dass dieser Stab seine Funktion während der ganzen Dauer der Pandemie wahrnahm und immer noch wahrnimmt, ist massgeblich für die erfolgreiche Bewältigung der Krise. Er vereint Fach- und Führungs-Kenntnisse, die er wirksam in die Stadt einbringt. Und er stellt eine geregelte, lage- und zeitgerechte Führung sicher, insbesondere jene der Exekutive. Es gab keine Kompetenz- und Abgrenzungsprobleme mit der Linienstruktur, da der Fachstab diese nicht konkurriert. Es war ein wichtiges Credo des Fachstabs, wann immer möglich die Regelstrukturen (originäre Zuständigkeiten) zu nutzen. Die Kommunikation zu den verschiedensten Anspruchsgruppen ist zentral. Die zweckdienliche Zusammenarbeit der drei Staatsebenen Bund, Kanton und Stadt entlang von klaren gesetzlichen Grundlagen ist entscheidend. Hier sind gewisse Anpassungen der rechtlichen Rahmenbedingungen angezeigt.   Résumé Le conseil municipal a décelé très tôt la gravité de la situation, a pris les mesures de précaution nécessaires sur le plan organisationnel, a procédé à des ajustements rapides et pragmatiques et a communiqué de manière appropriée. La ville de Zurich n’a pas été fondamentalement prise au dépourvu par la pandémie. En effet, une préparation adéquate sur plusieurs années a été un facteur déterminant pour surmonter la crise. La gestion de crise n’est pas comparable à la gestion de la vie quotidienne. L’État-major spécialisé en cas de pandémie est un instrument de soutien et de coordination important pour le Conseil municipal, les départements et les unités de service. Le fait que cet État-major ait rempli sa fonction pendant toute la période de la pandémie et continue encore à le faire est déterminant pour la réussite de la gestion de la crise. Il réunit des compétences tant techniques que de direction, qu’il apporte efficacement à la ville. Et, il assure un pilotage régulé, adapté à la situation et au temps, notamment celui de l’exécutif. Ce système ne posait aucun problème quant aux compétences ou à la démarcation, car l’État-major spécialisé n’était pas en concurrence avec la structure hiérarchique. Il avait pour credo de recourir autant que possible aux structures régulières (compétences d’origine). Il est indispensable de communiquer avec les différentes parties prenantes. Les trois niveaux gouvernementaux (fédéral, cantonal et municipal) doivent coopérer de manière appropriée, en suivant des lignes juridiques claires.
