ACTUAL MECHANISMS OF FINANCIAL MAINTENANCE OF THE STATE REGIONAL POLICY IMPLEMENTATION

【 摘 要 】

In the article the present state of financial maintenance of the state regional policy implementation in Ukraine is analyzed, the attention is focused on its main financial mechanisms defined by the applicable legislation: intergovernmental transfers from the state budget to local budgets forming their income and expenditures for their functioning; capital expenditures of the state budget decreased by three times for the period of 2011-2014; state target programs, a significant number of which results in the dispersion of funds; programs and events realized by the state fund for regional development; agreements on regional development, the adoption of which is decelerated during recent years at the central level; combined on the contractual basis of the regional policy resources, on the mechanism that covers a considerable variety of methods, forms, instrument and techniques of financial impact on regional development. The main problems of financial maintenance have been pointed out. They require further implementation of market model elements of public funds management, improvement of the process of budget resources formation and use for capital expenditures and for implementation of state target programs, increasing the efficiency and effectiveness of functioning of the state fund for regional development.
