【 摘 要 】

The article is devoted to assessing the effectiveness of refi nancing credit institutions as a tool of monetary policy the Bank of Russia. The Bank of Russia has a policy on the basis of certain economic situations, to create an enabling environment for financial sector development, increasing the stability of commercial banks, and, in general, economic growth in the country. The refinancing rate, which in turn should influence the currency market in the country and the level of interest rates, can not perform their duties because of inefficiencies such as a refinancing.
