【 摘 要 】

This article intends to show a general context ofNationalScienceSystemgovernance,TechnologyandInnovation-SNCTI-colombian.ThiscontextwillallowrealizingadiagnosisandimprovementproposalsinthecolombianSNCTIperformance.Thisdocumentisdividedin three sections:(I) the Science and Technology policies descriptiondevelopedanddevelopingcountries,(II)theinstitutionalcontextdescription,inwhichitisdevelopedto the Science and colombian Technology National System conceptand(III)theNationalScienceSysteminnovationgovernance, Technology and colombian Innovation - SNCTI -anditsparadoxes.Theydeliveredattheconclusionthatthere is a low degree of articulation in SNCTI resulting from themanydifficultiesthataffectitsoperation,suchasthelack of a long-term vision, lack of agreed policies (first and secondparadox),theweaksupportState(thirdparadox),thedeteriorationofhumancapital(fourthparadox)andthe lack of economic resources, among others.
