【 摘 要 】
The purpose is to consider the different meanings of the expression “new city”. The latter suggests, at least for the Algerian context, a double interpretation: the future city on the one hand, the city of the future on the other hand. Beyond these language subtleties, the problem deals, for the first interpretation, with the process of production of the city as well with its context (geographic, but also economic and political). This requires understanding both the power relationships that characterizes the production, and the “governance” processes. However, the second interpretation suggests a fantasized city, able by itself to make a leap into the future, considering that it is simultaneously subject to some marketing operations rooted in the present time. This paper wishes to distinguish the visions of researchers to those of project managers on new cities. It makes a distinction between visions that focus on the global context of integration of the new city, and those that lock the debate in the intra muros imposed limits. It distinguishes furthermore the visions that implement procedures related to the existing rules of the game, and those that seek to identify the stakes, mainly hidden, of the urban projects, which are often tucked into a range of trendy and catch-all vocabularies by their developers.
