【 摘 要 】

The changing of development paradigm from centralized to a decentralized system provides enough important portions for the peoples to take part in the development of a regional planning activities. To be able to effectively participate, people are required to understand the strategic issues of potential and existing local problems for later raised in the parts of development planning activities. The strategic issues discovery will be followed by the formulation of buildings and environment arrangement programs as well regional planning indicators. Using semi-structured interviews, field observations andquestionnaires methods the data were collected then followed by a Focus Group Discussion (FGD). A qualitative descriptive analysis was used by show the tables of understanding related with the regional structuring strategic issues. The Subdistrict of Panggungrejo, Pasuruan was taken as location study due it meet the criteria as a strategic area from the aspect of economics interest. The aims of this study, other than finding strategic issues in area restructuring, it is also expected to add discourses on the strategic issues on community-based structuring regional identification procces
