【 摘 要 】

Thisarticleanalysesthepublicpoliciesimplemented bytheColombianstateinrelationtotherightsoftheAfro-Colombian,Black,andPalenquerapopulationinasmuchadifferentethnicgroup.Thepersistenceofhistoricalandstructuralshortcomings shows the failure of the Colombian state in the application of these policies,especiallyconcerningchaptersIV,Vand,VIIofLaw70of1993thatconstitute the core of territorial actions, those environmental and socio-economic measuresthatmustbeimplementedtoprotectthethiscommunity’sculturalrealm.TheseproblemsarenotspecifictothePacificoregion,otherregionssuchasCaribeandtheinter-Andeanvalleysalsoshowapoorprogressinregardoflandtitling.Methodologically,thearticleisbasedontheorganizations’internaldocuments, bibliographic sources and the testimonies of participants in events such as congresses, workshops and seminars of the Afro-Colombian social movement.
