The Poor in the American Presidential Campaigns from Clinton to ObamaThe War on Poverty, initiated by president Johnson in the 1960s, has given way to a hostile campaign against the poor. Democrats as well as Republicans have since then applied virtually the same policy towards the poor. Only the rhetoric seems to be different. Presidential campaigns are a reliable indicator of the place of the poor in American society. The poor, who are excluded from the power structure, are either stigmatized or forgotten by policy-makers, and in particular the presidential candidates.
