【 摘 要 】
In 2012 begin to be implemented in the Uruguay new social programs targeting extreme poverty: Cercanías, Jóvenes en Red y Uruguay Crece Contigo. This is part of a growing development of public action initiated in 2005, assuming the Frente Amplio Government. Referral programs are called, generically, proximity and are presented as news the intersectorality of proposals and the work of closeness with the recipients. Based on documentary analysis and 60 interviews conducted with those who operate in the programs, this article focuses on the intersectorality. We want to visualize the way that is justified in the design and the way is put into practice and fundamentally to understand what the need for these new programs indicates about the social protection system. It is concluded that the difficulties for the achievement of the objectives do not obey to technical and/or management problems, but rather they express the persistent inequalities in access to welfare and social protection.
