Representação política não-eleitoral na perspectiva processual: discursividade e estratégia no debate sobre a educação de surdos

【 摘 要 】

This article aims at investigating the notion of non-electoral representation, from a communicativeperspective, focusing on the discursive and procedural aspects of the representative claims (Saward,2010). We analyse the debate about the best education model for deaf people, inquiring into what, whoand how is represented. Adopting a systemic approach, we analysed the representative claims addressedin: a) a closed group including leaders of deaf people organizations of social movement in Facebook, b) aJudiciary public hearing and c) a Working Group on Education within the National Conference of DisabledPeople’s rights. Conclusion discusses that the constituencies and the positions within the debate aremobile, in face of the audiences; and representatives frequently advance strategic and discursivedimensions.
