L’éducation familiale au prisme du soupçon de maltraitances

【 摘 要 】

Since the mid-2000s, combatting child abuse and neglect has been a top priority for the Department of Public Instruction in one of Switzerland’s French-speaking cantons. Over a period of about ten years, changes to the law and within institutions have been accompanied by a transformation in education professionals’ representations of child abuse and the ways in which they respond to it. As a result, social workers investigating learning or behavioral problems by a student assume, in many cases, that these difficulties are related to abuse or negligence by the child’s family. The present study examined the effects of this climate of suspicion by examining how the mandate to “combat child abuse” has modified education professionals’ perceptions of families and colored their relations with them. An analysis drawing on certain aspects of valuation theory and on Goffman’s concept of “Umwelt” showed that the official procedure for preventing risks has modified both the “alarm system” employed by education professionals and the way they evaluate family situations. Furthermore, in this climate of suspicion, it appears that whether or not a family is identified as being a risk to a child depends greatly on the family’s interactional skills and the control it has (or does not have) over the social information given to education professionals.
