【 摘 要 】

Çalışmanın amacı, 21.01.2010 tarihli 5947 Sayılı Tam Gün Kanunu’nun, SağlıkBakanlığı Ankara Dışkapı Yıldırım Beyazıt Eğitim ve Araştırma Hastanesi’nin 2009-2015 yıllarına ait ek ödeme tutarları ve toplam maliyet tutarları üzerindeki etkisiniaraştırmaktır. Çalışmada sözkonusu hastanenin, 2009-2015 yıllarına ait ek ödemetutarları ve toplam maliyet tutarları, 2015 yılı yurt içi üretici fiyat endeksi ile düzeltilmişve 2009 yılı baz yıl seçilerek trend analizi yapılmıştır. Ayrıca çalışmada, performansadayalı ek ödeme sistemi (PDEÖS) de ele alınmıştır. Çalışma sonucunda; 2009 baz yılagöre ek ödeme tutarlarının 2013 yılından itibaren arttığı, toplam maliyetlerin de baz yılagöre bütün yıllarda sürekli azaldığı tespit edilmiştir.Objective of study is to search the effect of the Full-Time Law No.5947 dated21.01.2010 on the amounts of the supplementary payment and the amounts of total costof the Ministry of Health Ankara Dışkapı Yıldırım Beyazıt Training and ResearchHospital, for the years between 2009-2015. In this study, the amounts of the supplementary payment and amounts of total cost of the said hospital, pertaining to2009-2015, have been adjusted by the domestic producer price index of 2015 and atrend analysis has been made through the selection of the base year of 2009.Additionally in this study, the performance based supplementary payment system(PBSPS) has been discussed. In the result of the study has been showed that theamounts of the supplementary payment have increased since 2013, in reference to thebase year of 2009 and that the total costs have continuingly decreased in all years whencompared to the base year.
