【 摘 要 】
Since the 1980s, urban policies have shifted toward an entrepreneurial paradigms aiming at reinforcing territorial competitiveness at international scale through the attraction of high level functions, tourism or large events. Either explicitly or implicitly, urban governments give priority to economic growth through the development of high level activities considered as a necessary condition to face social difficulties through “trickle down” effects. In this paper, on the one hand, we show that the entrepreneurial paradigm in urban policies has not emerged before the 2000s in Brussels. It then adds to policies of “urban regeneration”, dominant in Brussels until the 1980s, and centred on the residential attractiveness of the urban region versus its suburbs. On the other hand, we insist on the weak empirical evidences for a trickledown effect derived from “high level economic growth”.
