【 摘 要 】

Background. The diversification management system of the militaryindustrialcomplex does not yet have sufficient scientific, organizational and legal design.A three-level management system for diversification of the military-industrial complex isproposed, its theoretical and practical substantiation is carried out. Methods. The research isbased on the methods of systemic and institutional analysis. The choice of a three-levelcontrol system is justified by the structure of the military-industrial complex. A boundarycondition has been introduced for the release of civilian products by defense enterprises –the guaranteed fulfillment of the main defense function (state defense order). Results andconclusions. A general theoretical model of the control system has been built. An empiricalanalysis of the existing management system is carried out using the example of the nuclearindustry. Highlighted the existing and missing elements of the control system; substantiatedproposals to improve its efficiency in terms of the production of civilian products, the developmentof the territories of presence, the formation of a state diversification strategy.State corporations have been identified as the main actor in diversification. The fundamentaldifference between the proposed approach is that diversification is not opposed to thefulfillment of the state defense order, but is a guarantee of its fulfillment, as well as an incentivefor the development of science and a comfortable living environment in the citieswhere defense enterprises are present.
