【 摘 要 】

It examines how the elections in the 1980s (General, in 82 and 86; local, 82 and 88; presidential, 89), reflected in the city of Pelotas (RS), with the aim to identify and close separations the behavior of voters in the national historical process. The prospect is that these four elections show a party system in the process of fragmentation and rules in transformation, which entailed significant changes in the behavior of voters and the actors chosen to lead the national and local policy.
