【 摘 要 】
The use of Free and Open Source Software (FOSS) in a public university has been encouraged by its management for several years. However, the use of FOSS as a desktop operating system and office productivity tool has not been widely adopted by its constituents. Using a descriptive case approach and user survey, we determined the technical and cultural barriers of FOSS adoption. We identified weak management support, negative perception of users, and willingness to learn were the top cultural barriers. The top technical barriers were non-familiarity, file conversion and compatibility issues, and lack of training and support. The findings of this research could serve as basis for planning, management and governance of successful FOSS migration at the desktop for similar organizations.
