【 摘 要 】

Chillan has been historically struck by hidro-meteorogical phenomenon, one of the most recent was in july, 2006. That generated large damages, victims and others lose. This shows the high vulnerability and low adaptive capacity of the watershed. This paper shows the process of urbanization in the basin is analyzed the period 1976-2007 in Chillan city and its relationship in the change in the surface runoff. Though a significant little increase in the likely surface runoff is observed, the tendencies of urbanization, studies of flood and consequences of torrential haste, they show the territorial planning instruments to include importance that act in a preventive way and do not revive set against these phenomena
