【 摘 要 】

What is the role of instruments created to share federal funds to states and municipalities in the context of federalism practiced in Brazil? This paper aims to investigate federalism installed in Brazil from the mechanisms for allocating income between members of the Federation. Its intent is to analyze the various Brazilian federal constitutions (since that 1891 to 1988) to understand what these instruments meant at their time in terms of mutual assistance promoted by the Federal Government. Thus it will be possible to discern their level of importance in the national federation dogmatic. In conclusion, we have that the Brazilian federalism, although marked by movements of centralization and decentralization, always hung and was crucial to the aggrandizement of the Federal Government, so that today the analysis of federalism no longer dispense with its economic and financial analysis, given that it is maintained on behalf of the division of the federal budget to the states and municipalities.
