【 摘 要 】

This paper discusses the difficulties in the implementation of public policies in the frontier between Brazil, Paraguay and Argentina, a very different location, with peculiarities that are not always consistent with the needs of the rest of the country. These features show up determinants for the development and implementation of government actions aimed at the welfare, safety and labor in the region, considering the concept of fluid citizenship, intense transit of persons and different levels of social assistance in each country are factors many times conflicting, difficult to reconcile between the several actors and levels of government involved - local, state / provincial / departmental and federal. Moreover, the access to state actions, which are linked to the enjoyment of full citizenship, ends up further marginalize those who should be awarded by the positive actions of the State. The access to health system, preventive sanitary measures, the customs and taxes system, which should be directed to build an inclusive reality, ultimately denies the access to citizenship, leaving a portion of population at the social vulnerability, which circulates more than one State, but is not fully recognized, accepted and included by none.
