【 摘 要 】

The flood of October 19, 1879 that affected the Segura River basin marks a turning point in defense policy at the international level boulevards. A disastrous natural event features agrees to all stakeholders of the time to conduct the first comprehensive plan to protect against floods nationwide. After seventy years from the commissioning of the system, a new flood, the October, 1948, shows the deterioration of the works undertaken and the need to update security thresholds that the processes of occupation had transgressed. The present work aims to characterize an episode little known as 20 to October 23, 1948 but which nevertheless, had a singular impact on the performance improvement of safety, security and territorial control analysis.
