【 摘 要 】

The study aimed to analyze the scientific literature on the public policies for the management and conservation of water resources, from articles published since the creation of the Federal Law Water (Law 9.433/97) in the portal’s periodic Coordination for the Improvement of Higher Level -or Education- Personnel. 29 publications were selected in the basis of interest published in the period from 9 January 1997 to 31 March 2013, organized into five categories: Global Public Policy (PPG); Specific Public Policy (EPP); Participation in Public Policy (PPP); Risks and Challenges (R&D) and Public Sanitation and Water (SPA). There was a predominance of research that discussed the public policy of water resources, globally, within nations, without detailing local aspects or characteristics of management and participation in specific areas, such as watershed. The studies help to identify positive and negative aspects of these policies, pointing to the dichotomy between what has been recommended and actual applicability of conservation policies and water management. The study demonstrates that, in the opinion of most authors, public policies still show unsatisfactory, sometimes ineffective, requiring investments, especially in redemption the participation of different social actors in water management and urgent resumption of environmental education.
