【 摘 要 】

This paper analyzes, under the historical perspective, the basic functions of the library, such as storage, dissemination and representation of information, evolving and accompanying the innovations of the technologies of information and communication (TIC’s), which appear as a facilitator instrument to the library activities. These technologies, which configure the information society, offer conditions so that an only support embodies all mankind’s collection; make possible the dissemination of information without mediators, since the author himself allows that this texts are published in websites, databases and digital libraries. Besides that, a semantic web is seen as a solution to the representation problem, gathering and crossing various texts with the same theme to be used by the databases, search engines and web navigators. Because of all that it can be said that the dream of a universal library is coming true.
