【 摘 要 】

The airline market is very relevant to Brazilian economic developmentbecause of its ability to integrate several locations of the country. The increasingaccess to national airline services, build on the 1990’s, contrastedwith a major reduction on the cities covered by this kind of services andrevealed that Brazilian regional aviation public policy is deficient. This studyaims to present the legal and economic challenges to regional aviationin Brazil. The research reaches law and economic concepts, being dividedin three sections. In the first one, it presents the reasons to considerate regionalaviation as a strategic field to economic development. In the secondsection, it emphasizes the possibilities of state - mandated regulation onregional aviation. The third and last section presents the political, economicand legal aspects of the National Program of Regional Aviation, analyzingits effectiveness.
