Maquiavel entre o ódio popular e a guerra: considerações políticas sobre a eficácia das fortalezas

【 摘 要 】

No interior de sua teoria política, Nicolau Maquiavel aborda uma problemática que julga ser essencial para a manutenção da dinâmica estatal: a questão militar. A preocupação com a arte bélica, que busca reatar os laços entre guerra e política, é testemunha de um autor que norteia sua argumentação sobre a temática marcial a partir de posicionamentos essencialmente políticos. É justamente mantendo essa perspectiva como pano de fundo que Maquiavel discutia uma das questões mais proeminentes do Cinquecento italiano: a construção das fortalezas. Nesse sentido, nosso intuito, aqui, é o de delinear em que medida as teses políticas de Maquiavel norteiam sua compreensão acerca da eficácia dos mecanismos de fortificação. De fato, tanto em O Príncipe quanto nos Discursos, notamos que o argumento sobre a pertinência e a utilidade das fortalezas está fundado em um solo substancialmente político. Em ambas as obras, observamos que a defesa militar dos Estados está atrelada à capacidade de os governantes não serem odiados pelos governados. Assim, é precisamente nessa intersecção entre o elemento político do não-ódio e o aspecto militar da proteção armada que nosso artigo visa debruçar-se.Palavras-chave: Maquiavel; guerra e política; pensamento militar. Abstract: In the interior of his political theory, Niccolò Machiavelli approaches a problematic that he believes it is essential to maintain the dynamic of State: the military question. The concern with the military art, which seeks to reconnect the bonds between war and politics, it is witness to an author who guides his arguments on the martial theme from positions essentially political. It is precisely keeping this perspective as background that Machiavelli discussed one of the most prominent questions of the Italian Cinquecento: the building of fortresses. In this sense, our purpose here is to outline how the political theses of Machiavelli guide his understanding about the effectiveness of fortification mechanisms. In fact, either in The Prince or in Discourses, we note that the argument about the relevance and utility of fortifications is founded on a substantial political ground. In both works, we observe that the military defense of States is linked to the ability of the rulers not being hated by the governed. Thus, it is precisely at this intersection between the political element of not-hate and the military aspect of armed protection that our article seeks to address.Keywords: Machiavelli; War and politics; military thought.
