【 摘 要 】

Introduction. Social protection is one of the basic human rights in modern society. In Ukraine, the task of modernizing the social protection system today is the most urgent and priority in the socio-economic development of the country. The gradual and phased reform of the Ukrainian economy, changes in the current legislation, the transformation of the demographic structure of the population and the emergence of new groups of its vulnerable strata cause the need for the introduction of new adequate institutions of social protection of citizens that would cover the existing, most important social risks of society.
