Hazard Identification and Prioritization as Tools of Risk Management in Drinking-Water Distribution Systems

【 摘 要 】

We conducted the hazard identificationand prioritization of thedrinking-water distribution system(DWDS) of Cali city (Colombia)supplied by Cauca River. We did thisby integrating the principles of WaterSafety Plans (WSP), the concepts ofDelphi methodology and GeographicInformation Systems (GIS). Statisticalanalysis of data showed that the qualityof drinking-water complied withnational regulations, classifying it as“no risk to health” according to IRCAIndex. Under normal operation of theDWDS, three maps were constructedusing GIS; the first corresponding tophysical and hydraulic integrity, thesecond to the water-quality integrityand the third to the final risk map;the data were concentrated between5 and 18%, indicating a medium-lowrisk level, resulting in greater vulnerabilityto loss of DWDS integrity inthe communes located in the center offinal risk map. The integration of theconsensus views of WSP team and theGIS was a useful tool in the prioritizationof hazards and risk managementin the DWDS. It is essential to havea qualified multidisciplinary teamwith reliable and enough informationthat allow an adequate data spatialinterpolation.
