The history of the Roma people (also termed ‘travellers’) in Norway is a history of suffering. An organization was established by committed Christians in 1897 to fight the vagabond lifestyle. After changing name twice, it became known as the Norwegian Mission for the Homeless and operated institutions for children and families, primarily funded by Norwegian authorities. Moreover, the municipal bodies for child welfare were chaired by priests in the Church of Norway. In the context of asking the Roma people for forgiveness around the year 2000, the Church of Norway played an active role towards the Norwegian government and Parliament. The results of these efforts have, however, led to increased tensions with the Roma people. Furthermore, the creation of a fund to manage the collective dimension of the process of restoring Roma culture—called the RT Fund—caused new tensions and economic mismanagement. The RT Fund lost state aid and has been reported to the police by the Ministry of Local Government and Modernisation on behalf of the Norwegian government. The article demonstrates the complexity of reconciliation processes.
