【 摘 要 】

The problem of a comprehensive assessment of the level of impact and the degree of ensuring the ecological security of built-up areas has not been fully resolved. For its solution, we suggest a methodical approach based on the use of three coefficients for assessing the quality of the state of the environment and the effectiveness of measures to ensure environmental safety in urban areas, in particular, the coefficients of environmental hazards, economic losses and social discomfort. Its use will allow the maximum objective selection of a complex of ecologically efficient and economical architectural and planning, organizational, technological and special engineering and environmental measures in the design of new and operation of existing industrial facilities. The results received at the completed stage of the research can be used as a basis for further development aimed at creating a methodological basis for the assessment, selection, calculation, design and implementation of a complex of ecologically efficient and economical architectural, planning, organizational, technological and special engineering and environmental measures to ensure environmental safety built-up areas in general.
