【 摘 要 】

The allocation and transaction of water rights have been widely concerned in China. It is essential to carry out the theory innovation and practice of water rights transaction. Based on the corresponding practices of water rights trading system at home and abroad, the paper put forward some discussions on the ownership of water, the water allocation system, the water transaction system and Legal norms and institutional system.
