From Wall Street to the streets of Baghdad, informationdrives action.Confounding this edict for the military is notonly the unprecedented increase in the types and amount ofinformation available, but the ability to separate theimportant information from the routine.Termed the valueof information (VOI), the modern military commander andhis staff require improved methodologies for assessing theapplicability and relevance of information to a particularoperation.This paper presents the approach used to elicitthe knowledge necessary to value information for militaryanalysis and enable the construction of afuzzy-based prototype system for automating this valuation.
