【 摘 要 】
The greatest barrier to deploying innovative remediation technologies is “risk”. The risk that the technology will not meet required performance goals of the regulators and stakeholders. The risk that the cost of implementation will exceed estimates by a wide margin. The risk that application of the process itself will somehow lead to a worsening of the environmental problem being addressed. Environmental restoration managers generally are “risk adverse”. They may be willing to spend more money and allow more time for cleanup of an environmental problem by using a baseline technology with a long track record in order to have the confidence that it will perform in a predictable way. This is especially true if there are several innovative technologies to choose among and no objective basis on which to make a comparison other than the claims of the vendors. This approach is a trade-off between the known cost and operationalcharacteristics of a baseline method against the potential cost and performance benefits of what are perceived to be unproven technologies.[first paragraph]
